Comments:
As of 12/20/08, one SPI and one AVC have been replaced with 120V Coulomb units. If you can use these, send an e-mail to tom@evchargernews.com for instructions on how to obtrain a card good for free charging through 2009.
See notes here. However, it seems that enforcement varies depending on personnel on duty and persuasiveness of the EV driver.
EV parking is free, 24 hour access, and parking overnight is allowed (no tow away).
Free EV parking requires CA HOV (diamond lane) Clean Air Vehicle stickers.
I highly recommend this EV parking site, especially over the Convention Center's parking. Those two parking lots are run by different companies. This EV parking is clean, safe, and patrolled (every .5 hour a truck goes by and they do check).

How to find the charging station location once you have found the site:
EV parking on your left, straight at the top of the ramp (parking level 2) -7 EV parking sites, 6 chargers.
One SPI is around the corner, at the right end of the wall that is to your right as you face the seven main charger spaces. This spot is marked for Handicapped EV van access.
